Ladies and gentlemen!

Lipetsk region is one of the few honored to start realization of the important state project - creation on its territory of a special economic zone (SEZ) of industrial-productive type. It becomes even more honorable and responsible, because SEZs are considered to become the points of economic growth of Russia. Taking into account the interest of Russian and foreign investors to Lipetsk region and its special economic zones, there were created special economic zones of industrial-productive, agro-industrial and tourist-recreational type on the territory of Lipetsk region.

The mechanism of special economic zones opens considerable prospects for investment attraction. There are special conditions for investors' entrepreneur activity and landowing providing administrative and tax preferences. At present time the institute of special economic zones has entered the period of active development, first residents and participants have already come to special economic zones.

I am sure that creation of the SEZs of different types in Lipetsk region will facilitate to improve its investments climate, to create the most favorable conditions for investors.

Normative legal documents, which regulate creation and functioning of federal special economic zones

The legislation of the Russian Federation on special economic zones consists of the Federal law "On Special Economic Zones in the Russian Federation" dated 22.07.2005 № 116-FZ, regulations of the Government of the Russian Federation and other issued normative legal documents.

Conditions of creation and termination of functioning of special economic zones, including those of industrial-productive type, are determined by the Federal law "On Special Economic Zones in the Russian Federation" dated 22.07.2005 № 116-FZ.

By the decree of the Government of the Russian Federation dated 12.2005 № 782 it was decided to create a special economic zone of industrial-productive type on the territory of Gryazinskiy district of Lipetsk region, on the territory of which any kind of activity may be fulfilled except the forbidden ones.

By the order of the Ministry of Economic Development of Russia dated January 16, 2006, № 2, there were approved the Standard Regulations on the Federal Agency for Management of Special Economic Zones.

By the order of the Ministry of Economic Development of Russia № 36 dated 26.02.2006 there was approved the membership of the Supervisory Board of the special economic zone of industrial-and-productive type on the territory of Gryazinskiy district of Lipetsk region.

By the decree of the Government of the Russian Federation dated April 12, 2006, № 211, OJSC "Special Economic Zones" was created to realize the agreements about the creation of special economic zones and to provide conditions to form objects of infrastructure and other objects, meant to make special economic zones function, as well as to control the above-mentioned objects.

By the decree of the Soviet of Deputies of Lipetsk region dated 10.08.2006 № 1362-ps, there was made a decision on becoming a shareholder of the OJSC "Special Economic Zone of Industrial-Productive Type "Lipetsk".

How to become a resident of the special economic zone of industrial-productive type "Lipetsk"

In accordance with the federal law "On Special Economic Zones in the Russian Federation" a commercial organization, except a unitary enterprise, registered on the terms set in the legislation of the Russian Federation on the territory of the municipality, within the borders of which the special economic zone is situated, and which concluded an agreement with the agency for management of special economic zone to lead an industrial-productive activity on the terms set in the Federal law is considered to be a special economic zone resident.

A legal entity, intending to obtain the status of a special economic zone resident, presents to the agency for management of the special economic zone an application to conclude an agreement on the conduct of industrial-productive activity, which should contain:

Information on the applicant's planned activities, conformable to the special economic zone type;
Information on the area of the land plot, required for the applicant's planned activity;
Information on the planned sums of capital investments, including the sum of capital investments within the year's period from the day of conclusion of the agreement on industrial-productive activity.

The applicant should enclose to the application to conclude an agreement on the conduct of industrial-productive activity:

A copy of the state registration certificate;
A copy of the certificate of registration in a tax authority;
A copy of articles of association documents;
Business plan, the form of which has been established by the order of the Ministry of Economic Development and Trade of the Russian Federation dated 23.03.2006 № 75;
A positive conclusion to the submitted applicant's business plan, prepared by a bank or another credit organization, satisfying the applicable criteria stipulated by the federal executive power body, authorized to perform functions on normative-and-legal regulation in the field of creation and functioning of special economic zones.

Normative legal documents, which regulate creation and functioning of regional special economic zones (RSEZ)

By the Law of Lipetsk region dated 18.08.2006 № 316-OZ "On Regional Special Economic Zones" it is provided to create regional special economic zones of industrial-productive, technology-innovative, agro-industrial and tourist-recreational type on the territory of Lipetsk region.

By the decree of the Administration of Lipetsk region dated 30.11.2006 168 there were created a special economic zone of industrial-productive type "Terbuny" on the territory of Terbunskiy district of Lipetsk region and a special economic zone of industrial-productive type "Chaplyginskaya" on the territory of the town of Chaplygin of Chaplyginskiy district of Lipetsk region.

By the direction of the Administration of Lipetsk region dated 22.01.2007 № 29-r there was formed the Supervisory board of the RSEZ of industrial-productive type.

By the decree of the Administration of Lipetsk region dated 25.12.2006 № 187 a regional special economic zone of agro-industrial type "Astapovo" was created on the territory of Lev-Tolstoy municipal district of Lipetsk region.

By the direction of the Administration of Lipetsk region dated 06.03.2007 № 137-а there was formed the Supervisory board of the RSEZ of agro-industrial type.

By the decree of the Administration of Lipetsk region dated 29.12.2006 the regional special economic area of tourist-recreational type "Yelets" and the regional special economic zone of tourist-recreational type "Zadonshina" were created on the territory of the town of Yelets of Lipetsk region and on the territory of Zadonskiy municipal district of Lipetsk region respectively.

By the direction of the Administration of Lipetsk region dated 06.04.2007 № 228-R there was created the Supervisory board of the RSEZ of tourist-recreational type.

By the decree of the Soviet of Deputies of Lipetsk region dated 24.05.2007 № 261-ps OJSC "Regional Special Economic Zones" was formed to organize functioning of regional special economic zones more effectively. This organ implements administrative functions in accordance with the Law of Lipetsk region "On Regional Special Economic Zones."

How to become a participant of the regional special economic zone

In accordance with the law of Lipetsk region "On Regional Special Economic Zones" a participant of a RSEZ is an entrepreneur or a commercial organization (except a unitary enterprise) registered on terms set in the Legislation of the Russian Federation on the territory of the municipality, where a special economic zone is situated, leading an entrepreneur activity on the territory of the special economic zone and which have concluded an agreement with the special economic zone administration to lead an activity.

A legal entity, intending to obtain the status of a special economic zone resident, presents to the branch executive organ of the state authority to which the functions on management of a RSEZ are assigned an application for an agreement conclusion on activity conduction, which should contain:

Information on the applicant's planned activities, conformable to the special economic zone type;
Information on the area of the land plot, required for the applicant's planned activity;
Information on planned sums of capital investments.

The applicant should enclose along with the above application:

A copy of the state registration certificate;
A copy of the certificate of registration in a tax authority;
A copy of articles of association documents;
Business plan, the form of which has been affirmed by the order of the Ministry of Economic Development and Trade of the Russian Federation dated 23.03.2006, № 75;
Positive conclusion to the submitted applicant's business plan, prepared by a bank or another credit organization.

Open Joint Stock Company "Regional Special Economic Zones" ("RSEZ")

Executes administrative functions of the RSEZ - control over the objects of special economic zones and their exploitation.

Founder of the company is the Estate and Land Relations Department of Lipetsk region.

The main aims of the Company:

to provide development of the territory of the region, processing branches of the economy, new production, tourism and recreational activity;
to implement newest progressive technologies and production;
to create infrastructure and other objects to provide functioning of the regional special economic zones.

The main activities of the Company:

performance of customer's functions in the development of a project plan of regional special economic zones;
performance of customer's functions (developer) in the realization of the project of engineering provision of the necessary facilities/amenities of the RSEZ, including the construction of transport infrastructure, system and objects of gas supply, electric supply, heat supply, water supply, water purification and drainage and other public objects of infrastructure and beautification of the territory of the RSEZ;
management, service, exploitation and maintenance of the objects of infrastructure, situated on the territory of the RSEZ, all types of buildings and constructions, housing stock and nonresidential premises, machines and equipment, and other personal assets and real-estate assets;
performance of functions of seller (reseller) of produced or bought electric and (or) heat energy, net and condensed gas;
provision of domestic services.

OJSC "Regional Special Economic Zones" invites commercial organizations and individual entrepreneurs to create and realize joint projects on the territory of the RSEZ.

Cooperation can be directed to solve the following issues: patrolling of the territory, sanitary cleaning of public places, organization of transport, informational, social and domestic services, as well as construction and exploitation of hotels and restaurants, cafes, bars and holiday centers.

Federal Special Economic Zone of Industrial-Productive Type "Lipetsk"

The aim of creation of the SEZ is to form an attractive environment for the large scale home and foreign investments, to create modern world-class industrial and productive centers, capable to provide high-tech manufacture, producing thorough industrial goods to satisfy the needs of the Russian economy and to stimulate exports.

Creation of a special economic zone is regulated by the following general conditions:

The period of functioning of the zone is 20 years;
Investment project must contain capital investments in rubles in the sum, equivalent not less than 10 million Euro (during the first year from the date of the conclusion of the agreement - not less than one million Euro) according to the exchange rate of the Central Bank of the RF;
Engineering, transport and social infrastructure is created at the expense of the federal budget and the budget of Lipetsk region, as well as other sources;
Provision of state support for residents of the special economic zone.

Residents of the special economic zone are provided with federal and regional state support (table).

Non-financial means of state support:

principle of "one window";
town-planning requirements are not determined for plots in the limits of the SEZ;
a resident can be deprived of a status of a resident only by the decision of court.

Creation of the SEZ provides the following advantages:

provision of fast economic growth;
attraction of new investors;
increase of tax earnings in the budgets of all levels;
creation of new favorable conditions for employment;
development of social infrastructure.

State support for the residents of the Special Economic Zone "Lipetsk"

On the federal level On the regional level

A special coefficient (but not above 2 concerning own fixed assets to the basic norm) of amortization is applied. Profit tax decreases 4 percent concerning the profit received by a SEZ resident on realization of the investment project on the territory of the SEZ for five consequent calendar years.

No restrictions/limits to transfer anticipatory damages to the next year. Property tax exemption is granted to the SEZ resident organizations for the period of five years starting from the date of the property right accruing.

The expenditures on R&D are being amortized (including those with negative results) during the period of their realization. The Administration of Lipetsk region guarantees lends and credits for realization of investment projects.

Legislation changes (except for the taxation of excise goods) won't be applied to the residents of the SEZ as long as the agreement on conducting industrial-productive activity functions is valid. Mortgage fund for provision of investors' obligations discharge, realizing high-performance investment projects on the territory of Lipetsk region, on the credits of lending agencies.

Customs facilities
(free customs zone regime): Released from paying land tax for five years since the moment of land property rights registration.

Foreign gods are brought in the country without paying of customs duties and VAT. Released from paying a vehicles tax for five years since the moment of vehicle registration.

Russian goods are located and used on terms applied to the export in accordance with customs export regime paying excise tax and not paying customs export duties. Maximum rent size for land lots is 2 percent of their cadastral value per year.

While exporting goods from the SEZ customs import duties and taxes are not collected, customs export duties are subject to be paid, except foreign goods which were imported to the SEZ and then are exported in an unchanged condition.

Visiting card of Gryazinskiy district

Gryazinskiy municipal district (administrative center - town of Gryazi) is situated in the eastern part of Lipetsk region. It borders on Tambov region, Dobrinskiy, Usmanskiy, Lipetsk, Dobrovskiy districts of Lipetsk region. Rivers Voronezh, Matyra, Baigora run there and there is the largest in the region man-made Matyrskoe Lake.

The total area of the district is 1359 sq. km. Population is 73,2 thousand people. administrative division is represented by 60 rural settlements, 16 rural administrations, 1 town. There are more than 580 business entities on the territory.

Length of roads is 768 km. Length of railways is 203 km.

The district has a well-developed structure of educational, cultural, service and health care establishments.

Industry of the area is represented by mechanical engineering, metal manufacturing, food and processing enterprises. On the territory of the district there is th Europe's largest logistics center for stocking and distribution of household appliances.

The district has a developed agricultural industry. Its field area is more than 100 thousand hectares. Favorable natural and economic conditions facilitate to develop multisectoral agriculture and processing industry.

Investments in fixed capital increased more than twice in 2006, and nearly 20 times in 2007. Investment per capita volume makes the district 2nd in the region.

Creation of the special economic zone of industrial-productive type "Lipetsk" will facilitate to reorganize industrial infrastructure of the district and region.

The SEZ of Industrial-Productive Type "Lipetsk"

The SEZ "Lipetsk" occupies the territory of more than 10 sq.km. on the territory of Gryazinskiy district and adjoins Lipetsk industrial zone (regional center) along the highway "Lipetsk-Gryazi". The roads connect the SEZ with federal highways "Don" and "Moscow-Volgograd". There are two railway junctions not far from the SEZ - railway station "Lipetsk" and "Gryazi-Voronezhskie". The territory of the SEZ is located in immediate proximity from "Kazinka" station and connected with it by approach lines. Lipetsk airport is 25 km away from the SEZ.

The existing infrastructure on the territory of the SEZ "Lipetsk" includes railways, access roads, power station, high pressure gas pipelines, sewage disposal facilities. Auxiliary facilities such as engineering networks, water pipelines, sewerage, transforming substations are under construction.

The residents, who will build their enterprises in the SEZ, will receive land plots with all necessary industrial infrastructure.

The labor potential of the cities of Lipetsk and Gryazi will be used to provide new enterprises with manpower.

Only in 2007 about 500 million roubles was assigned for retraining of personnel in new trades, the need in which has considerably increased in connection with the creation of the SEZ "Lipetsk".

The process of social infrastructure creation for the development of the SEZ is under the way. A project of a satellite city not far from Lipetsk was worked out. Sites to erect modern hotel complex, large shopping centers were allocated, there will be new comfortable places for recreation and entertainment.

Construction of an international airport, highway "Eastern Roundabout Way of Lipetsk Industrial Zone" (length - 26 km.), medical treatment-diagnostic center are also under consideration.

Prospects of development

Creation of the special economic zone of industrial-productive type "Lipetsk" will allow to build nearly 20 new enterprises at the first stage during 2006-2009.

During this period residents will invest more than 37 billion roubles, create 4500 workplaces, will provide rhythmical work of industrial enterprises with total amount of 16 billion roubles.

At the second stage the volume of production will make 50 billion roubles.

By 2015 more than 13 thousands workplaces will have been created.

Regional special economic zones

Regional special economic zone (RSEZ) is a territorially isolated complex, located on the plot with favourable conditions for leading an entrepreneur activity.

Functional type of RSEZ is determined by the targets of its creation and direction of investment activity in RSEZ.

RSEZes are created with the purpose to develop territory of the region, its processing industries, introduction of new products, innovative technologies and productions.

In 2006 the special economic zones of industrial-productive, agro-industrial and tourist-recreational type were created on the territory of Lipetsk region.

Participants of the RSEZ are provided with state support of investment activity in the following forms:

property tax exemption is granted to the SEZ resident organizations for the period of five years starting from the date of the property right accruing.
vehicle tax exemption for the SEZ resident organization for 5 years from the date of vehicle registration;
the part of the tax rate to be transferred to the regional budget decreases for 4 percent concerning the profit received by a SEZ on realization of the investment project on the territory of the SEZ for five years.
maximum rent for plots provided to the resident of the RSEZ on the grounds of the contract to lead an activity (in accordance with the type of the zone) is 2 percent of their cadastral cost a year;
subsidizing of interest rate on credits, directed by residents of the RSEZ to realize investment projects;
subsidy for improvement of the territory of the enterprises - participants of the RSEZ.

Besides, in accordance with the article 37 of the Law of the Russian Federation "On Customs Tariff" and the Decree of the Government of the Russian Federation dated 23.07.1996 № 883 "On payment preferences on import customs duty and value-added tax in respect of goods, imported by foreign investors as a contribution in the authorized capital stock of an enterprise with foreign investments" preferences in the form of customs duty exemption are allowed in respect of goods, imported by foreign investors as a contribution in the authorized capital stock of a commercial organization with foreign investments. Goods are free from customs duties apart from excised taxations goods on terms they refer to the basic production assets, are imported in time set in the constituent authorized capital stock formation documents.

Value-added tax exemption is provided in accordance with the point 7 of the clause 150 of the Tax Code of the Russian Federation in respect to manufacturing equipment, imported as a contribution to the authorized capital stock of an organization.

The RSEZ of industrial-productive type is a territory of not less than 10 sq.km., with participants' activity mainly focused on production and (or) processing, realization of goods (production), including those substituting imported goods, consumer and capital goods, competitive on the world and domestic market.

The RSEZ of Industrial-Productive Type "Terbuny"

Visiting card of Terbunskiy district

Terbunskiy district is situated on the Central Russian plain on the Central Russian height in the limits of black-soil (chernozem) belt in the forest-steppe zone.

Total area of the district is 1170 sq.km. Main rivers are Olymchik and Snova. The district boarders on three regions: Orlovskaya, Kurskaya, Voronezhskaya and within the Lipetsk region on Dolgorukovskiy, Zadonskiy, Khlevenskiy and Volovskiy districts. Administrative division is represented by 18 rural administrations and 75 rural settlements. There are 350 business entities on the territory.

Population on the 1st of January 2007 is 23 thousand people.

Terbunskiy district is rich of minerals. The most popular are tripoli clay, bricky-tile raw materials, color sands. The unique Kazinskoe field of flinty-clay raw materials is used in various sectors of national economy. It is used for production of high-performance building materials, can be used for producing mineral nutrition for animals, for producing highly absorptive material to clean outlets, to purificate vine, juices, milk, ameliorator to improve soil structure, molding clay.

On the territory of the district there are landscape-geological natural monuments: Terbunskiy Sandstones, Kon-Kamen (Horse Stone), sandstones of river Olymchik, Apuchtinskie sandstones, a landscape monument - Romanov's forest, dendrological monuments, such as parks in the village of Tulskoe and in the village of Borki.

Industry is represented by the enterprises of food and processing industry.

Length of roads in Terbunskiy district is 230,4 km., length of railways is 74,8 km. Main line Moscow - Yelets - Donbass, the regional highway Lipetsk - Terbuny - Volovo, and other territorial roads run through the village of Terbuny.

The district has a developed structure of public health care, educational and cultural establishments.

Investment in the fixed capital made a 33% increase in 2006. Per capita investment volume makes the district the 7th in the region.

The RSEZ of Industrial-Productive type "Terbuny"

The regional special economic zone of 949 hectares was created on the territory of Terbunskiy district of Lipetsk region.

Formation of this RSEZ allows to create 20 new enterprises by 2012.

The participants of the RSEZ of industrial-productive type are:

"Terbunskiy gonchar" Ltd. (Potter of Terbuny): production of ceramic brick - volume of investments - 1170 million roubles;
"Terbunskiy Sugar Factory "Korni" Ltd. (sugar production): volume of investments - 7008 million roubles;
"AEM-Lipetsk" Ltd. (metal constructions production): volume of investments - 552 million roubles;
"Rafarma" Ltd. (antibiotics production): volume of investments - 5000 million roubles.

Prospects of development

The total volume of capital investment to the development of the declared kinds of industrial-productive activity assumed to be realized by the participants of the RSEZ in 2006 - 2008 will make 9420 million roubles and in 2009 - 2012 will make 11310 million roubles.

At the first stage (2006 - 2008) it is planned to create 1000 work places, by 2015 - 4000 work places.

Additional tax proceeds to the territorial budget will facilitate to effectively solve the social-economic problems faced by the municipal district, raise the standard of living of the population.

Development of the RSEZ of industrial-productive type in Terbunskiy district will facilitate to form other forms of economical activity like construction, logistics, realtor and commercial activity, hotel business and others.

The RSEZ of industrial-productive type "Chaplyginskaya"

Chaplyginskiy district is situated in the northern part of Lipetsk region, borders on Ryazanskaya and Tambovskaya regions, Dankovskiy and Dobrovskiy districts of Lipetsk region. The area is 1520 sq.km., population - 33,8 thousand people. Administrative division is represented by 102 rural settlements, 22 rural administrations, 1 town. There are more than 360 business entities on the territory. The administrative center of the district is the town of Chaplygin (Ranenburg, 1778), population - 13 thousand people.

There are three fields of solid minerals in the district: sands for construction work and silicate production, brick-tile raw material, peat.

The industry of the district has a great potential, at present time food processing industry and clothing manufacture are developed.

The district has a good network of highways.

The length of public roads is 788 km. On the territory of the district there is the road from A.Nevskiy to Efremov with length of 34 km., which adjoins the federal highway Volgograd - Moscow.

Total length of all the railways is 80,9 km. There runs (passes) a branch of Michurinsk South-East Railway, which length is 68 km.

There is a railway station "Ranenburg" in Chaplygin, where railways to Moscow and Michurinsk meet.

The district has a developed agriculture. The area of fields occupies above 120 thousand hectares.

The district has numerous educational, cultural, service and medical establishments.

Investments into a fixed capital of the enterprises of Chaplygin increased almost 2 times in 2006 and more than 3 times in 2007.

Per capita investment volume makes the district the 10th in the region.

The SEZ of industrial-productive type "Chaplyginskaya"

On the territory of the town of Chaplygin of Chaplyginskiy district of Lipetsk region there is a regional special economic zone of industrial-productive type. The area of the ground plot is 219 hectares with the perspectives of extension to 320 hectares.

The district is situated in the northern part of the town of Chaplygin along the road of the 3rd category of the route Chaplygin - Bratovka - Lozovka. In the north-eastern, eastern, northern and north-western parts it borders on rural areas, in the west - on nursery-garden of South-Eastern Railway. In the south it is limited by a strip along the South-Eastern Railway and the territories of industrial and building enterprises. In the east it adjoins the road of the 2nd category of the route Moscow - Lipetsk - Astrakhan.

The participants of the RSEZ "Chaplyginskiy" are:

"TEC Ranenburg" Ltd. The investment project of oil refining complex. Investment cost of the project is 2135 million roubles. Volume of processing of hydrocarbonic raw material is 700 thousand tons per year.
"Hawle Industriewerke". The investment project for manufacture of pig iron metal products and high quality stop valves for water supply using advanced western technologies. Investment cost of the project is 1050 million roubles. Start of the designed capacity is in 2012, with production capacity of 12 thousand tons of casting from malleable pig iron.
"Smart Finance" Ltd. The investment project to produce dry wheaten gluten, a dry fodder product for manufacture of mixed fodders from grain of wheat of 3rd and 4th classes and sugary products from wheaten starch. Investment cost of the project is 5134 million roubles.

Available manpower of the municipal education establishments will allow to provide enterprises of the RSEZ with qualified staff in required volumes.

The territory of the regional special economic zone was chosen taking into consideration maximum use of existing objects of a transport and social infrastructure.

Prospects of development

Creation of the RSEZ will allow to raise investment appeal of the district.

The location of the RSEZ will have a multiplicative effect, as with the development of manufacture all the forms of economic activities (construction, hotel business, trading and service activity) will become more active. On the territory of the special economic zone it is planned to create an enterprises manufacturing products from reinforced concrete, thermo structural panels and a refueling complex.

Creation of the RSEZ in the town of Chaplygin will allow to create about 2000 new workplaces.

The budget of Chaplyginskiy municipal district will become self-sufficient at the expense of increases in tax payments. The volume of industrial production will have increased several times by 2009, an average salary in industry will increase 1.5 times.

The RSEZ of agro-industrial type is a territory, which participants' activity is mainly focused on the development of highly profitable, competitive agricultural fabrication and processing of agricultural production.

Lev-Tolstovskiy district occupies the northern territory of Lipetsk region. It borders on Ryazanskaya region, Chaplyginskiy, Dankovskiy, Dobrovskiy and Lebedyanskiy districts of Lipetsk region. The area is about 100 thousand hectares.

Population is 16,9 thousand people. On the territory of the district there are about 200 active business entities.

Administrative division is represented by 44 rural settlements, 12 rural administrations. The administrative center is the town of Lev-Tolstoy, a historical railway station Astapovo, where in 1910 L.N. Tolstoy died (named after him in 1920).

Agriculture is the basis of the economy of the district. The area of the cultivated land is 78 thousand hectares (80%), including tillage of 67 thousand hectares.

There are auto routes not far from the zone, such as federal highway A.Nevsky - Efremov of the 3rd category, which connect settlements with regional and district centers.

Length of roads with a firm covering is 200 km.

Other nearest auto routes are :

regional auto route Dankov - Lipetsk (17,7 km);
federal highway M-6 "Moscow - Volgograd" (76 km).

The district is provided with gas, connected with the regional center and other districts by the net of asphalted roads. There is a railway station Lev-Tolstoy of the Yeletskiy Department South-East Railway here.

The creation of the RSEZ adds positive dynamics of growth of investments into a fixed capital (2006 - 152%, the 1st quarter of 2007 - 189%). The volume of per capita investment makes the district the 1st in the region.

The RSEZ of agro-industrial type "Astapovo"

The special economic zone of agro-industrial type with the area of 84 hectares has started functioning in Lev-Tolstoy district. Economic conditions, the infrastructure of the district, natural resources and transportation potential prove to be favorable for creation of the RSEZ of agro-industrial type.

High technology agricultural complex is under consideration. The participants' activity of the complex will mainly be focused on the development of highly profitable, competitive agricultural productions and processing of agricultural products.

A promising project with a usage of modern technologies in the development of swine breeding is already under way.

This project was started by Russian investors - AIC "Cherkizovskiy" and AIC "MIkhailovskiy", aimed at building of new pigstry complexes.

To provide the work of pigstry complexes on the territory of the district a feed mill with capacity of 600 thousand tons a day is under way. The construction of the elevator with capacity of 100 thousand tons is under consideration.

A slaughter floor with large refrigeration equipment and veterinary sanitation utilization plant are under project.

Apart from the development of animal breeding the process of building of a plant producing sandwich panels is under way. Sandwich panels are used for building pigstry complexes and other enterprises.

The factory on manufacture of silicate brick with a year capacity of 25 million pieces and gas-silicate blocks with an output up to 4 million cubic meters, the factory on manufacture of plastic windows and doors for industrial premises have been started.

Prospects of development

In 2007-2010 creation of new enterprises is projected in the RSEZ, such as meat-processing plant, diary plant, pharmacological production of vaccines for animals, etc.

There are plans to construct a 45-flat house for experts in agriculture, and of the village "Sputnik" with modern developed infrastructure for foreign and Russian specialists.

By 2012 the quantity of new workplaces will be 2400.

The volume of investment will reach 6 billion roubles. Increase of tax proceeds to the territorial budget will facilitate to effectively solve social-economic problems faced by the municipal district, to raise the standard of living of the population.

The RSEZ of tourist-recreational type is a territory which participants' activity is focused on preservation, renovation and use of the objects of cultural-historic heritage, building, reconstruction, exploitation of the objects of tourism, the objects intended for sanatorium treatment, medical rehabilitation and recreation, and usage of natural medicinal resources.

The RSEZ of tourist-recreational type "Yelets"

Yelets (1146) is the second largest town in Lipetsk region. It is situated on the river Bystraya Sosna (Fast Pine), 77 km from Lipetsk, 450 km from Moscow. Its population is 112 700 people.

The town of Yelets is the only town in Lipetsk region which entered the list of 115 towns and cities of the Russian Federation which ensembles, complexes of city building, natural landscapes, samples of ancient layout have historical, artistic and town-planning value.

Historic-cultural potential of Yelets forms a powerful resource of cognitive, tourist and recreational activities, and is identified according to such components of a many-faceted cultural heritage as natural, archeological, spiritual, historic, architectural, nobility culture, town-planning and literary heritage.

Yelets is famous not for separate buildings and ensembles, but for the composition of the town on the whole, as a monument of town-planning of the 16-17 centuries. Central historical part of the town which was rebuilt after the devastating fire in 1769, has so far kept its ancient design. There are a lot of monuments of historic-cultural heritage (above 200) in the city.

Yelets is a large railway junction. Yelets Department of South-East Railways has a developed modern infrastructure, wagon and locomotive depot. From the station of Yelets trains start in five directions. The federal highway "Don" (M-4) and the auto route Orel-Tambov run thought the city.

The RSEZ of tourist-recreational type "Yelets"

The project supposes the creation of a modern tourist-recreation complex, which participants' activity is focused on preservation, renovation and use of the objects of cultural-historic heritage, building, reconstruction, exploitation of the objects of tourism, the objects intended for sanatorium treatment, medical rehabilitation and recreation, production and usage of natural medicinal resources, formatiod of a tourist project and its promotion on the Russian and international tourist markets, Development of health-improving, excursion and religious tourism.

The basic complex of the special economic zone of tourist-recreational type is planned to be located in the northern part of the town of Yelets on the ground area free from housing. This area is located on the height in the ecologically clean region and has a smooth surface. The area is surrounded by a forest from its western and eastern parts, the river Yelchik runs in a very picturesque way from the southern part.

The total area is 764,14 hectares.

The advantages which influenced the creation of the special economic zone of tourist-recreational type are the existence of recreation zones along the banks of the rivers Bystraya Sosna, ponds, forests adjoining the city, water of good quality, good ecological situation, neighborhood of a state reservation "Galichya Gora", protected natural territories, the forest-steppe experimental breeding station, partially kept mansion house parks (village of Palna-Mikhaylovka and others.).

All these preconditions will give an opportunity to organize family and children's tourism, hunting and fishing, as well as various cultural tourist programs

Within the frames of the created special economic zone of tourist-recreational type the organization of multipurpose complexes, museums-hotels, motels on entrances to the town, hostels for accommodation of students and pupils and many other things typical for tourist centers is planned, modern hotel technologies (automation of hotel process, advertising and the information, a spectrum of services, etc.) will be applied.

The tourist-information center has already started to work. Its main aims are to prepare and publish advertising tourist production, to create and maintain a tourist information site, present the special economic zone on the leading international tourist exhibitions.

In the town there are higher education establishments which educate and prepare specialists on tourist-excursion service and hotel-restaurant business, that directly reflects in the quality of the town tourist product. To provide skilled personnel the list of specialties may be added up, the system of professional development of the personnel of tourist enterprises on the basis of I.A.Bunin Yelets State University may be created.

Prospects of development

In accordance with the most realistic prognoses of growth of the entering tourism flow and the account of World Tourism Organization, which states that every 110 extra tourists facilitate to create one workplace, more than 1200 new vacancies are expected to appear in the tourist organizations and related branches annually. By 2015 10113 workplaces will be created.

The main social effect of functioning of the RSEZ "Yelets" will be in creation of permanent prerequisites and conditions to satisfy the needs of the population in active and valuable rest, strengthening of health, familiarizing with cultural values, broadening one's mind and contacts.

The RSEZ of tourist-recreational type "Zadonshina"

Zadonskiy district is situated on the edge of the forest-steppe zone of the Central Russian height in the center of Lipetsk region. It borders on Khlevenskiy, Yeletskiy, Lebedyanskiy, Lipetskiy and Terbunskiy districts.

The total area of the district is 1505,3 sq.km. The administrative center is Zadonsk (founded in 1615, granted a town status in 1779), 60 km from Lipetsk.

There are 121 settlements in the district. Population is 35,3 thousand people, above 11300 of them live in Zadonsk.

The total length of rivers and rivulets is 279 km, the largest are the Don, the Snova, the Repets, the Khmelinka. Forests occupy above 16% of the land of Zadonskiy district. On the territory of the district there are 2 hunting farms, 3 special nature preserves, 9 nature monuments, 15 specially protected territories.

From the north-west to the south-east the federal highway M-4 "Don-1" (Moscow - Rostov - Krasnodar) crosses the territory of the RSEZ.

In the north along the border of the RSEZ runs the main line Moscow-Lipetsk (further in the southern direction) of the South-East Railway which has 3 railway stations "Patriarshiya", "Don", "Ulusarka" (the distance to the district center is 25-30 km.)

2 runways for small aircrafts function in the village of Butyrki, and the village of Balakhna.

The RSEZ of tourist-recreational type "Zadonshina"

The special economic zone of tourist-recreational type "Zadonshina" is situated along the basin of the Don. The total area of the plot is 97 thousand hectares.

On the environmentally friendly territory, determined by the existence of ecologically clean forest and water resources, there are natural landscape, landscape-biological, landscape-geological monuments: natural reserve "Galichya Gora" (Galichiya Mountsin), "Donskie Besedy" (The Don Conversations), "Monastyrskiy Les" (Monastery Forest), "Lower Kamenka".

Besides on the territory of the RSEZ there are 18 recreation centers. Four of them "Klyon", "Goluboy Ogonek", "Chaika", "Zheleznodorozhnik" work all-the-year-round. Their total daily capacity is about 2000 people. The recreation center "Aurora" with the area of 72 hectares has 11 three-storey houses, 2 runways for helicopters, provided with all necessary infrastructure, is located on the territory of the landscape-geological monument of nature "Donskie Besedy".

On the territory of the RSEZ there are 3 cloisters:

The Virgin-and-St.Tikhon monastery, built in the 1st quarter of XVII century;
The Virgin-and-St.Tikhon (Tyunin) convent, founded in XVIII century by hierarch Tikhon;
The Convent of Holy-Tikhon Transfiguration (Tikhon Zadonskiy's Hermitage).

In immediate proximity from the mentioned cloisters there are four most famous and honoured wells of holy water. They are the most important places for coming pilgrims.

Moreover, this territory has a great historic-cultural and archeological potential.

Construction of hotels for 110-300 rooms, restaurants and cafes, health and fitness center, tennis courts, parking lots and service centers, refueling stations and treatment facilities on the territory of the SEZ of tourist-recreational type is under consideration. Besides, reconstruction of the existing objects of tourist infrastructure and recreation is presupposed.

Prospects of development

With an average annual quantity of pilgrims and tourists arriving to Zadonskiy district of 25-30 thousand people, it seems possible to increase these figures up to 150 thousand with prospect of growth up to 250-300 thousand people a year by 2015.

There is an opportunity to organize navigation by river crafts, boats, etc. on the river Don. The length of the river Don on the territory of the district is 117 km, above 80 km runs on the territory of the SEZ.

10 new enterprises are planned to build in 2007-2009 in the RSEZ. By 2012 formation of the SEZ by the participants will be finished. Their total quantity will raise up to 30 enterprises.

There will be 2000 new workplaces. The labor potential of Zadonskiy district will be used to provide the new enterprises with manpower.

The results of financial and logistics management will allow to raise tax proceeds to all the budgets.

The main social-economic value of the creation of the RSEZ on the territory of Zadonskiy district lies in activation of the economy of the district, creation of new workplaces for people from Zadonsk, increase of salary rates, increase of its investment appeal.

The RSEZ of technology innovative type is a territory, which participants' activity is mainly focused on creation and realization of scientific-technical production, its finishing before industrial application, including production, testing, realization of experimental lots, and creation of program products.

Today's promising trend is creation of the RSEZ of technology innovative type on the ground of innovative infrastructures, such as State Universities of the region, scientific centers, business-incubators, etc.

The mission of the project is to create effective, operating system of support and promotion of the high technology, innovative projects from the moment of scientific idea origination to the organization of serial output. The RSEZ of technology innovative type with a modern engineering infrastructure and complex system of support of the companies-participants will provide favorable conditions for development, introduction and delivery of high technology production with the high added cost to the market.

Realization of the project on the territory of Lipetsk region will continue the innovative policy of the region and allow:

to solve the most important social-economic tasks and raise the standard of life of the population;
